The permitted development (PD) right that allows the change of use from office to residential has been controversial since it was introduced 2013. Used as a tool to boost housing supply in priority areas, the PD right has been so popular that it is becoming a genuine source of concern for many Local Planning Authorities. The loss of good quality office space is directly at odds with many Local Plans, particularly with regard to the Polices intending to boost economic vitality in towns and cities.
