Planning & Design Practice are pleased to announce the approval of the redevelopment of the Outwoods site based at Queens Hospital Burton, to provide a new health care village.

On behalf of the University Hospitals of Derby and Burton NHS Foundation Trust (UHDB), Planning & Design Practice prepared and submitted an application for a transitional care unit, 85 extra care apartments, a 72-bed care home, community hub, a GP and primary care facility, and a 100-place children’s nursery. This application followed a previously approved outline application for a similar scheme.

Over the years there has been an increased pressure for new clinical accommodation in the area, with the hospital serving communities with an ageing population and deprived areas with higher than average rates of certain illnesses. UHDB continues to invest in state-of-the-art equipment and strives to continually improve the quality of its patient care, generating a need for more space.

The Outwoods site includes vacant areas and buildings with high ongoing maintenance costs, and the aim is to demolish the inefficient existing buildings to make way for the new health care village concept; this development takes into account the existing topography of the site.

At Planning & Design Practice we were involved in conversations with the clients and third parties to create a scheme which would be beneficial to the community, whilst also having a positive impact on the built and natural environment. Further approvals at Royal Derby Hospital

Planning & Design Practice are pleased to announce the successful approval of two applications for our client, the University Hospitals of Derby and Burton NHS Foundation Trust, at Royal Derby Hospital (RDH).

The first approval was for the retention of a single storey ward and adjoining link. This ward was installed on car park 1 of RDH in late 2018 on a temporary basis, but as the need for the ward continued, subsequent applications were made to allow for the retention of the ward until February 2023.

The ward was installed quickly in 2018 as a response to acute winter capacity pressures at the hospital. It has since proved to be an extremely valuable facility in terms of delivering patient care. Although only intended as a temporary structure, the ward was nonetheless fitted internally to a high standard, as befits healthcare provision in 2019, and offers modern, spacious accommodation, as well as much needed additional capacity. Since the onset of the Covid-19 Pandemic in March 2020, the ward has proved an invaluable resource due to increased pressures on the NHS.

Planning & Design Practice submitted a retrospective application to allow for the retention of the ward on a permanent basis due to the increased demand of the hospital. The permanent retention of the ward was considered by the planning officer to be acceptable in policy terms and that it would not detrimentally affect the car parking provision within the hospital site.

The second approval was for a rooftop extension to the Kings Treatment Centre (KTC). This application follows a similar scheme that was submitted in 2018, but was never implemented due to funding not being secured at the time.

The proposal involves the infill of an existing rooftop courtyard at the south end of the KTC and installation of an additional air handling unit on an adjacent existing rooftop to support the additional accommodation being provided. The extension will accommodate the relocation of an existing Elective Procedures Unit from another location within the main hospital building, to provide a more efficient and combined Unit as well as providing additional space for the expansion of the Intensive Care Unit in the main hospital building.

The planning officer determined that the extension would have a neutral impact on the setting, character and appearance of the building, and that it broadly complied with the policies in the Local Plan.

Planning permission delivers new ambulance hub

Working with Urban Design & Consult, Planning & Design Practice have secured planning permission that will allow the change the use of a warehouse (use class B8) to an ambulance station with staff facilities (sui generis use class) on behalf of the NHS Property Services. This will create a hub for workers of the North-West neo-natal services to rest, use washing facilities and work in office and admin rooms. The development will mean there will be a greater provision of medical and health services within the area, expanding the work of the North-West neo-natal services.

The location of the site is in an existing employment area with excellent links via the motorway network to Merseyside and Greater Manchester, and via Burtonwood Road to the wider Cheshire Area. This sustainable location will help the ambulance service reach patients throughout the northwest quickly and efficiently in the case of providing contingency emergency cover.

During the post-submission process, we corresponded with the Council’s highway consultation to rectify concerns regarding traffic, parking and highways. We concluded that there was substantial parking on site for the staff members of the hub and conditions were put into place within the decision to ensure this continues for any future changes to the hub. Additionally, there will be no further highway safety issues from the development.

The officer concluded that the proposal complies with the relevant policies of the Development Plan. The proposal will re-purpose an existing building and create an employment-generating use which will provide a positive impact on sustaining the local economy and services. Additionally, the siting of the proposal makes use of existing major transport corridors, and the inclusion of EV charging points and cycle storage will make a small contribution towards a reduction in the impact of additional vehicles. This will mitigate climate change impacts and improve local air quality.

Planning Partners to the Public Sector

Over the last 20 years, Planning & Design Practice have worked with and for a wide range of public sector and not-for-profit bodies including Government Agencies, District and Unitary Local Authorities, County Councils and Town/Parish Councils. Below we provide a number of case studies to illustrate the breadth of our experience.

NHS – In recent years we have provided planning consultancy services for our client the University Hospitals of Derby and Burton NHS Foundation Trust for a number of NHS projects at hospitals in Derby, Burton-on-Trent and Telford. At Royal Derby, for example, we have been involved with the creation of a 3 storey ward extension, a new operating theatre, a new day patient ward, and a temporary ward to help address winter pressures. We are also currently working to deliver a new medical centre; further ward extensions and a multi-storey car park.

Local Planning Authorities – We have managed the appeals process for numerous local planning authorities, particularly where a planning committee has refused a planning application against officer recommendation. This includes expert witness services at public inquiries and appeal hearings. We have also provided expertise in Local Plan preparation and the formulation of other planning policy documents.

Other local authorities – We are currently working for Derbyshire County Council to help coordinate a planning application for a multi-million pound scheme to regenerate Elvaston Castle’s historic grounds and make it self-sustaining site for future generations. Working alongside a host of third-party consultants, our role has been to provide planning consultancy services and strategic direction for the project. We were also commissioned to prepare an Environmental Statement as the proposal meets the thresholds for Environmental Impact Assessment (EIA).

Parish and Town Councils – We have used our planning expertise to advise Parish Councils and Neighbourhood Plan Groups on the production of neighbourhood plans. This work has included: helping to unlock funding streams for the production of neighbourhood plans; organising and managing public consultation events; providing advice on the structure and layout of plans and the precise wording of policies; and testing draft plans for soundness before they are sent for examination.

Other not-for-profit organisations – We are currently working for Forestry England, an executive agency, sponsored by the Forestry Commission, which looks after the nation’s forests. Current proposals involve the creation of a new visitor centre at one of the forests overseen by FE to improve the customer experience and broaden the appeal of the site further.

We have also worked with a number of housing associations including Nottingham Community Housing Association and Platform Housing Group on the detailed design phases of proposals for new affordable housing sites.

Operating Theatre approval for Royal Derby Hospital

Planning & Design Practice Ltd have recently had approval for an operating theatre at the Royal Derby Hospital.

The application relates to the Private Patients Operating Theatre proposed to the east of the main hospital complex. The extension has already been granted (under planning reference 07/18/01011), which designed the building so that it was elevated by stilts, meaning the Theatre would operate on the first floor.

The redesign of the building means a new application was required. The fresh application designed the building so that it would remain in the same location to where it was originally approved, however the design has been amended by locating the building on the ground floor so it would no longer be operating on the first floor of the ward.

The stilts were previously designed so that the parking bays beneath would remain and could still be used by visitors. The buildings proposed positioning on the ground floor will result in the loss of 7 parking spaces. In the context of the amount of parking available at the Hospital, the loss of 7 bays was deemed as an insignificant loss. Especially as the site is in a sustainable location and utilises the existing traffic infrastructure. The implementation of the application will increase the size of the hospital marginally, and it will not create a substantial increase in the volume of traffic.

The overall scale and size of the proposed theatre is not dissimilar to that previously approved. The materials – brick and Kingspan cladding – will match the with the main hospital building. The elevations are plain, but that is the nature of the facility and it will not be a large structure. It was considered that the extension will be less prominent than the previously approved version being at ground rather than first floor level.

The scheme was a success as the Covid19 pandemic has accelerated pressure to expand hospital accommodation, where there is only limited space available on site. The application has therefore located development to areas in the Hospital where it is needed most.

Planning permission for extension at Burton hospital

Planning & Design Practice Ltd were delighted to receive planning permission for a three storey extension to the Treatment Centre Building at The Queens Hospital, Burton-on-Trent.

The Hospital site is situated on the western side of Burton-on-Trent and is accessed off Belvedere Road.

The Belvedere Road Site was originally developed and opened as Burton’s 4th hospital (Burton District Hospital) in 1971. In 1990, a £34 million capital development began to re-develop the Belvedere Road site and include all the facilities housed at the General Hospital which opened in 1942 so the old General hospital could be closed. The new Burton Hospital was completed by the end of 1993, and opened officially by Her Majesty The Queen on December 7, 1995. The following year the hospital changed its name to Queen’s Hospital.

The application for a new 3-storey, modular building, is linked to the existing Treatment Centre. It will have an overall floor area of 3,967sqm and have a flat roof. The ground floor internal layout has been agreed. It includes 28 new beds and will allow the centre more capacity for elective surgery.

The Building will be supporting local communities and will enable the NHS to deliver the operating capacity required to enable the Queens site to develop and have the capacity it requires to keep ahead of the growing needs of the local health economy.
