Planning & Design Practice are pleased to have assisted Noviniti, on behalf of the University Hospitals of Derby and Burton NHS Foundation Trust, in securing temporary consent for the change of use of land to a temporary car park at Kingsway, Derby. The temporary car park will be used for patient parking whilst the previously approved multi-storey car park at Royal Derby Hospital is being constructed.
We assisted the clients in finding a suitable site for the temporary car park; the site could not be too far away from the hospital, had to be suitably connected to the highway network for visitors and had to have a surrounding environment which would not be too sensitive to a car parking use. The site at Kingsway Boulevard was chosen as it is currently an undeveloped piece of land that had no immediate plans for development by the owners of the site. It is surrounded by residential development on the western and southern sides of the site, and mitigation in the form of acoustic fencing was agreed on to reduce the noise impacts on the residents of these dwellings.
Many conversations took place between the applicants, the planning and the highways teams at Derby City Council to agree on a suitable layout of the access and car parking arrangements to make it as suitable as possible for the visitors who will be using it, without detrimentally impacting other users and residents in the surrounding area. The application was decided at Derby City Council’s Planning Control Committee, where it was ultimately decided by Councilors that although there will be some impacts on residents along Kingsway Boulevard, these will be outweighed by the need for the car parking and the temporary nature of the permission.
