Two Planning Consents Secured at The Cables, Matlock

Planning & Design Practice are delighted to share the successful outcome of two planning applications at The Cables, in Matlock. The recently approved consents cover the erection of a detached garage, a first-floor rear extension, and the conversion of the existing garage into a self-contained annexe.

Project Background

The Cables is a characterful former bed and breakfast set within the Matlock Bath Conservation Area, part of Derbyshire Dales District. The site covers approximately 1,508m² and includes the main cottage, a link-detached garage and generous gardens that rise dramatically to the west. To the east, the site is bordered by Dale Road and the River Derwent.

When the new owner acquired the Cables property, their ambition was clear: to return the building to its original use as a private home, enhance the internal living space, convert the existing garage into annexe accommodation and construct a new garage in a more practical location at the front of the site.

Developing the Planning Strategy

Because of the property’s location in the Conservation Area and uncertainty around its most recent lawful use, our first recommendation was to seek pre-application advice from the local planning authority. This initial stage aimed to clarify two key questions:

  • Was formal change-of-use consent required?
  • Would the proposed external changes be acceptable within the character and appearance of the Matlock Dale Conservation Area?

To support this stage, our Heritage, Planning and Architecture teams collaborated to produce concept designs and a supporting statement that drew inspiration from the surrounding built environment and responded positively to relevant planning policies.

The pre-application response was encouraging. The Council confirmed that the Cables was already considered to be in residential use, eliminating the need for a change-of-use application. They also supported the proposals in principle, but advised that the new garage would not be acceptable if positioned in front of the principal building line. They also provided detailed guidance on materials and window design, reflective of the sensitive location.

To manage risk and secure the best outcome, we decided to split the proposals into two separate applications—one for the new garage, and one for the rear extension and garage-to-annexe conversion. Both applications were supported by further design justification and precedent evidence of surrounding properties with similar garage and window features.

Positive Outcomes

Both applications were received favourably by both the Case Officer and Conservation Officer and subsequently approved. These consents show how a well-considered, context-responsive design approach can successfully unlock development opportunities in heritage-sensitive areas.

This project also highlights the value of seeking pre-application advice. By engaging early with the Council, we were able to provide strong design justification and examples of surrounding precedents at application stage, to secure support for both the windows and the new garage design.
