Planning & Design Practice are delighted to announce that they have recently secured an approval of a Section 73 application. This is for the variation of the design and conditions of a previously approved scheme for a multi-storey car park at Royal Derby Hospital, on behalf of our client, the University Hospitals of Derby and Burton NHS Foundation Trust (UHDB).
In March 2021, an application was submitted for the erection of a multi-storey car park at Royal Derby Hospital, which was subsequently approved in September 2022 (ref. 21/00204/FUL). In the decision notice, it stated that the design and scale of the approved project was deemed to be acceptable. The aim of this Section 73 application was to improve the design, scale and accessibility of the car park, through the amendment of the existing permission. Additional details that were required in the conditions of the approved scheme were also submitted as part of the application.
We submitted the application, working collaboratively with Willmott Dixon, on behalf of UHDB to allow for the car park to be delivered as soon as possible. This submission came alongside another application for a temporary car park to be in use whilst the multi-storey car park is constructed.
The main changes of the design to the car park included a reduction in the overall footprint, improvements on the landscape design, change in cladding to reduce light spill, removal of green wall for fire safety reasons, and the reconfiguration of parking spaces. Although the capacity of the car park has not changed, the amendments to the design were proposed to improve the safety and usability of the car park for visitors of the hospital.
Overall, it was considered by Derby City Council that the proposed amendments to the design of the car park were positive, and provided a well thought proposal that is not considered to have a detrimental impact on neighbouring residential properties.
